New Capacities for a Ssustainable Waste Management
The Project BWS314 “Build Waste Sustainability: New Capacities for a Sustainable Waste Management” is financially supported by European Commission in the framework of IPA Adriatic CBC Program.
The Project implemented in three territories of Adriatic region and involved 7 Partners (4 Local Government Units and 3 organizations of civil society and services):
– In Albania: Comune of Bushat (Lead Partner), Municipality of Kamza, Foundation “Partnership for Development”;
– In Italy: Comune of Macerata, COSMARI (Cosmari – Consorzio Obbligatorio Smaltimento Rifiuti), MERIDIANA Cooperativa Sociale;
– In Montenegro: Municipality of Bar;
The BWS Project goal is to build the capacities of Local Actors in the field of integrated waste management through promotion of innovative services and dissemination of good practices, aiming to the safeguard of environment and territory towards sustainable development.
For the realization of this goal, during the three years of implementation, the project has been focused on:
- Building Capacities of Actors in: Environment Planning; Administration and Management;
- Set-up Waste Management System in the three territories: Bushat, Kamez and Bar through networking, provision of technical assistance and support with equipments and tools;
- Community Environmental Education in the territories involved;
- Building partnerships and fostering cross-border cooperation.
The implementation of this Cross-Border Project has seen the Foundation “Partnership for Development” playing the key role as the Project Management Unit for the coordination and management of all activities in project territory, coordination of actions and relations between partners, local actors, national and program authorities and bodies, preparation of project progress reports, making possible the realization of the BWS project objectives and financial performance at 106%.
In fulfillment of Project and IPA Adriatic Program goals and objectives and under the slogan “Let’s grow up together”, the BWS project has achieved the following results:
- 3 Local Plans of Environment Management improved;
- 3 Sectors of Environment Management established in Bushat, Kamez and Bar;
- 3 Sectors of Enviroment Management furnished with the needed infrastructure: office equipment, manuals, good practices, etc.
- The practices of local tax collection of environment services, improved in the three realities;
- 45 specialist from environment and tributary services trained (9 training sessions in Italy, Albania and Montenegro)
In the aspect of Set-up Waste Management Systems:
- 3 Waste Management Units (Bushat, Kamez, Bar) reformed in accordance with the standards and equipped;
- 30 specialists of Waste Management Units (in Italy, Bushat, Kamez, Bar)trained;
- Local practices of waste management, improved;
- Completion of Waste Management System with Equipments and Machineries:
- 300 waste containers and 3 machineries – Bushat Unit;
- 315 waste containers and 3 machineries – Kamza Unit
- 100 waste containers, 5 underground containers; 1 machinery – Bar Unit
- Commune’s Network (Bushat – Kamza areas) to use a common waste management system, established;
- 3 Manuals for the operators of Waste Management Units and community awaraness raising produced:
- Manual of Good Practices (10.000 copies)
- Technical Manual for the Management System (in 3 languages and 20 copies)
- Practic Guideline for “door to door” waste collection (in 3 languages and 65.000 copies)
As regards Community Environmental Education:
- 26 elementary and high schools involved in environmental education activities (≈ 18000 students ; ≈ 660 teachers)
- 1 Competition between schools on environment protection and safeguard;
- 26 works from students created and presented:
- 3 best Fables published in a Book in four languages and 3000 copies;
- 3 best videos published in DVD and 1500 copies
- 1 Youth Event in Macerata, where the best works (Fable and Video) were awarded (20 students from Albania and Montenegro )
- 2 BWS Awareness Raising Events in Macerata:
- “Fest of Europe“ in Macerata (200 businesses, involved, 5,000 citizens, 2000 brochures; etc.)
- Awareness Campaign for the management of used oils
- Promotion and awareness raising materials produced and distributed: – 15,000 leaflets; – 300 posters;
As regards Strengthening Cross-Border Cooperation:
- 7 cross-border meetings between partners
- 3 International events organized 2 in Macerata and 1 in Bar;
- 26 exchange visits of groups between partners;
- Improvement of Partners’ capacities to implement EU projects;
- New initiatives for future cooperation
At this conclusive phase of the Project, we can confirm that:
Yes we grew up together…but with significant challenges…
BWS built the bases of a waste management system in the three target territories, but, however this is only the beginning …
The challenges to be faced ahead
- Local Government willingness to continue;
- Coordination of actors, policies and programs;
- Dissemination of this model in the other areas;
Continuation of community awareness raising.
