
The main development goal of the program was to promote and foster development of mechanisms, instruments and capacities for the enforcement of the MNCH regulatory framework, including the universal progressive home visiting, are developed and available for use at national level.
The program was implemented in four of the main regions of the Albania (Tirana, Korça, Vlora and Elbasan). In line with the its development goal, the program was set to achieve the following three main objectives:
- Development of mechanisms and instruments within regional health department in Tirana, Korça, Vlora, Elbasan, to support the enforcement of the MNCH regulatory framework;
- Improvement of capacities for the personnel of Women and Child Consulting Centers in line with the MNCH Regulatory Framework and the Basic Package of PHC services.
- Development of mechanisms for inter-institutional cooperation among health services actors and local government.
The program follows a “public health service” approach, summarized herewith as “the totality of organized efforts and informed choices of the society (including public and private actors) for preventing health diseases and risks, prolonging life and promoting human health and wellbeing“.
